Flemish Government modernizes data platform to keep Belgium moving

When you think about a government’s mobility and public works department – roads, bridges, tunnels, waterways, public spaces – it’s clear how much data is required to keep everything running smoothly. From budgets and procurement to road safety and day-to-day operations, accurate information drives decisions that affect residents, businesses, and public investments across the region.

For the Flemish Government’s Department of Mobility and Public Works (MOW), data isn’t just supportive – it guides action. With a team of around 700 employees, MOW relies on timely insights to make critical decisions for the region, meaning their analytics platform has to be fast, reliable, and future-ready.



A partnership built on trust

MOW has been a strong partner to DXC for close to a decade to build and evolve its Enterprise Data Warehouse, the foundation of their analytics operations.  The platform unifies data from 50+ operational and financial systems, turning it into actionable dashboards and reports for teams across the organization.

After successfully migrating from an older setup to a more flexible system, the department was ready for the next step: moving to a cloud-based platform that could scale as their needs grew. Because of years of proven collaboration, DXC was the natural partner for this journey.


Modernizing for impact

MOW and DXC launched a full modernization program, moving the data platform to Microsoft Azure using Azure Synapse and Databricks. The focus wasn’t just technology – it was about making work easier, faster, and more effective for the people who rely on the data.

How the modernization was guided:

  • Automate what can be automated: DXC created a smarter data framework that automatically processes incoming files – like spreadsheets, APIs, and text data – so staff no longer have to build each data pipeline manually. This means data is prepared faster, more consistently, and with fewer errors.
  • Simplify maintenance: The platform now keeps historical data, handles both full and partial updates, and organizes information into clean, structured datasets. This reduces the effort needed to maintain the system and ensures reliable, accurate insights.
  • Work iteratively and transparently: The project followed an Agile approach, delivering improvements in clear, manageable steps. Stakeholders had full visibility throughout, ensuring the team built what users actually needed.
  • Protect data at every step: Security was a top priority. The platform operates within the government’s internal network, with secure connections to cloud systems, keeping sensitive information safe while remaining accessible to authorized users.

Heavy lifting behind the scenes

DXC handled the migration of legacy systems and reports, moving databases, reporting tools, and data pipelines to the new cloud-based environment. Dozens of data sources – from spreadsheets to SharePoint – were integrated, ensuring a unified, reliable foundation for decision-making.

The upgraded platform has quickly become central to how MOW operates:

  • Over 1,400 staff members rely on dashboards and reports for their daily work.
  • Data-driven insights improve procurement, finance, road safety, legal cases, and operations.
