DXC and Regione Campania: Driving digital transformation in public services

Transforming citizen services through the unified platform - Reimagining healthcare for millions

In the Italian government organization, regions play a significant role in the country's administrative structure. Regione Campania is the most relevant region in the south of Italy (about 5.6M of citizens; about 10% of Italy population).

People in Regione Campania, as elsewhere, expect to have online access to their health data, as well as online communications tools to reach their physician. Physicians prefer multiple modes of communication with patients, also online.

The Regione Campania administration was operating in a low-tech environment with limited digital tools. Their systems were fragmented and couldn’t easily work together-especially in key areas like healthcare. They made little use of data to guide decisions. They had a need for a solid overview of health data from disparate systems and the wish to support the roll-out of community programs in screening and lifestyle management.

Empowering citizens and physicians through digitalized care

DXC helped build SINFONIA, a unified, interoperable ecosystem that supports high-quality, innovative citizen services and enables data-driven governance. It is both a program and a digital platform of Regione Campania, designed to streamline regional processes and support data-driven decision-making. Leveraging data from the SINFONIA platform, DXC developed key applications—Medici Sinfonia for physicians and Campania in Salute for patients—to strengthen care delivery and engagement.

A majority citizens of the Regione Campania now rely on the platform to access their health data—including medications and therapeutic plans—as well as to obtain online prescriptions and book medical appointments.

Transforming public services

The SINFONIA platform was built for healthcare and has been in place for four years. It is currently being replicated for use in other domains in Regione Campania: safety & environment (pre-warnings of and recommendations in the case of volcanic activity, warnings related to air quality), mobility & infrastructure (monitoring of road and viaduct maintenance status and safety). The program continues, expanding toward new sectors and bringing advanced technologies like GenAI to citizens and public operators.
